Minilateralism refers to cooperation among a small group of influential states to address specific global or regional issues. It is seen as a more flexible and efficient alternative to broad multilateral institutions, allowing quicker decision-making among capable and like-minded actors. This approach is increasingly used when large forums face gridlock or slow progress.
