An epistemic community is a network of professionals with recognized expertise and shared beliefs who help shape policy by providing knowledge-based advice. These communities influence decision-makers, especially in areas marked by complexity or uncertainty, such as environmental policy, health, or arms control. Their authority stems not from political power, but from their credibility and specialized knowledge.
