Cultural diplomacy is defined by American Political Scientist Dr. Milton C. Cummings as the sharing of information, values, ideas, traditions and finally culture. Cultural diplomacy can mean any kind of exchange. In general, cultural diplomacy is defined as the process of strengthening relations and increasing understanding with other countries by introducing and sharing cultural exchange, educational programs, cultural representatives, media and publishing and diplomatic relations at the international level. Cultural diplomacy prioritizes not only political and economic interests but also human and cultural values. With all these, it aims to establish more meaningful and deep relationships between countries.
